Meet Barbara Ebel

Experience

Barbara Ebel brings more than 20 years of experience in public administration, community engagement, and executive leadership, with a career rooted in service to working families. Under her supervision, Barbara has helped residents navigate complex workforce and social service systems—often during some of the most challenging moments in their lives—ensuring they have access to opportunity, dignity, and support. 

Barbara currently serves as a Program Director for the Maryland State Government, where she leads workforce development initiatives that connect job seekers, employers, and displaced workers to meaningful employment. Previously, she served as Assistant Director of the Migrant Program in Michigan, helping to design and implement educational programs that improved outcomes for migrant families and strengthened community stability. 

Guided by inclusive leadership and a deep commitment to equity, Barbara has spent her career expanding opportunities for many communities. Her personal experience with loss has shaped her into a compassionate, empathetic leader who believes in meeting people where they are. By leading with care, accountability, and integrity, Barbara works every day to improve quality of life—not just for individuals, but for the entire community. 

Leadership

Barbara’s leadership has earned her various honors, including the Daily Record’s 2018 Top 100 Women in Maryland, the Latina Power Award, and recognition as a Top 100 Latino Leader by El Tiempo Latino. She currently serves on Montgomery County’s Workforce Development Board and was elected At-Large to the Montgomery County Democratic Central Committee in 2022. 

Additionally, she serves on nonprofit executive boards, has overseen large-scale budgets, and has built multilingual teams fluent in more than 14 languages. Barbara holds a Bachelor’s Degree in Social Science from the University of Maryland University College.
